For publications - PubMed Central; applicable to peer-reviewed publications published after July 15, 2013. 

For data - "scientific data publicly available in digital formats.  For this component, the infrastructure is still emerging"

Feb. 2015 draft says details may take up to 24 months to develop.

The U.S. DOT Response

The U.S. Department of Transportation’s (U.S. DOT) draft implementation plan is focused on three areas:

Publications: Final manuscripts accepted for publication should be submitted to the National Transportation Library, which has a MAP-21 (49 USC 6304) mandate to be the central repository for U.S. DOT research and technical reports and a clearinghouse for transportation data.

Data: Intramural researchers will follow U.S. DOT’s existing Data Release Policy and extramural researchers will have to submit a data management plan for approval.

Projects: The plan proposes a mechanism to link individual research projects to resulting publications and data sets through the required submission of Project Records to TRB’s RiP database and DOT’s Research Hub.

Requires researchers to obtain and report ORCiD

EPA has "announced public access plans and have committed to using PMC as the repository for agency-funded publications:" according to http://nnlm.gov/mcr/news_blog/2016/03/pmc-public-access-expansion/"

The NEH is not subject to the OSTP memo; however it requires applicants for grants administered by its Office of Digital Humanities to submit data management plans (no more than 2 pages) with their proposals.

The NSF public access requirement will apply to new awards resulting from proposals submitted, or due, on or after January 25, 2016, which will be the effective date of the updated Proposal & Award Policies & Procedures Guide (PAPPG).

"NSF requires principal investigators who publish peer-reviewed journal articles or juried conference papers to deposit a copy of the item (either the final accepted version or the version of record, as defined in NSF's public access plan) in the NSF public access repository hosted by the Department of Energy (DOE). The NSF public access repository is expected to be available for voluntary compliance by the end of the 2015 calendar year. "
