• Retrieve  your  public law on govinfo.gov. E.g. Publ. 106-210 On the second page right under the enacted date info there is a.ref. to the bill number: S. 1438 

Step four:        

• The last page offers of this public law offers important citations to legislative history documents! 

• Retrieve these documents on congress.gov.
