Cutting pages out of library materials permanently defaces them and ruins them for other library patrons. If you return library materials with cut-outs you may be fined for damage to them.
It could be said that cut-outs do not occur as much as in the "old days" due to the availability of copiers, scanners, and digital text. Nonetheless, it is still a problem and does occur.
